With regard to the progress of the relevant regulations, a staff member of the Department of Policy and Regulations of the Ministry of Housing and Urban-Rural Development said yesterday that “the regulations have also been drafted in our department.”

According to the "Notice on Printing and Distributing the State Council's 2012 Legislative Work Plan" recently issued by the General Office of the State Council, this year, the State Council will strive to complete 33 key legislative projects (first-grade projects) during the year; it is necessary to seize the work and timely propose projects (second gear). There are 63 items in the project, of which, the second category is the legislation “to protect and improve the people’s livelihood and maintain social harmony and stability”. The basic housing protection regulations are among them, and it is noted that the regulations are drafted by the Ministry of Housing and Urban-Rural Development.

As early as March 2010, the Ministry of Housing and Development stated that the drafting of the Housing Security Law had been included in the legislative plan of the 11th National Standing Committee of the Communist Party of China and the 2010 Legislative Plan of the State Council, and a consultation draft had been formed.

In the press conference held by the Ministry of Housing and Urban-Rural Development on March 9 this year regarding the “Provisional Housing Construction and Regulation of the Real Estate Market”, Feng Jun, Director of the Department of Housing Security of the Ministry of Housing and Urban Development, said that the Ministry of Housing and Housing has already formed A first draft, but when it can be introduced, it is difficult to give a timetable.
