The "Conditions" are mainly divided into production layout and project establishment, production scale and process technology, comprehensive utilization of resources and energy consumption, environmental protection, quality management, supervision and management. Requirements for original and new PV manufacturing companies, covering the upstream of the photovoltaic industry from silicon ingot production, slicing, battery production to component manufacturing, including requirements for thin film photovoltaic manufacturers.
This means that in the future, the relevant departments will supervise the investment, land supply and environmental assessment of photovoltaic manufacturing enterprises based on the "Conditions", and non-conformities will not be able to obtain support from export tax rebates and domestic application support policies.
In terms of project establishment, the “Conditions†reaffirmed the strict control of new PV manufacturing projects that simply expand capacity. New construction and renovation and expansion projects that are necessary to strengthen technological innovation and reduce production costs shall be reported to the competent department of the industry and the competent investment department for the record. Newly built and renovated photovoltaic manufacturing projects with a minimum capital ratio of 20%. .
In terms of specific production scale, the "Conditions" require that the polysilicon project has a scale of more than 3,000 tons per year; the annual production capacity of silicon ingots is not less than 1,000 tons; the annual production capacity of silicon rods is not less than 1,000 tons; the annual production capacity of silicon wafers is not less than 50 million. The relatively low conversion rate of crystalline silicon cells has been criticized by the industry. In this regard, the "conditions" require that the existing photovoltaic manufacturers, their polycrystalline silicon cells and monocrystalline silicon cells have photoelectric conversion efficiencies of not less than 16% and 17%, respectively, and component efficiencies of not less than 14.5% and 15.5%, respectively.
It is worth mentioning that the requirements of the “Conditions†for new construction and expansion projects are higher. The photoelectric conversion efficiencies of polycrystalline silicon cells and monocrystalline silicon cells are not less than 18% and 20% respectively, and the building efficiency is not less than 16.5%. 17.5%, the photoelectric conversion efficiency of other thin film battery components is also regulated.
In terms of energy consumption, the Conditions require comprehensive energy consumption for polysilicon reduction projects, silicon ingot projects (including quasi-single crystals and high-efficiency polycrystals), silicon rod projects, wafer projects, battery and component projects. Among them, the existing polysilicon project requires less than 80 kWh/kg for power reduction, and the integrated power consumption is less than 140 kWh/kg; the power consumption for new construction and reconstruction projects is less than 60 kWh/kg, and the overall power consumption is less than 100 kWh/kg. .
In terms of quality management, the Conditions also require that the component has a service life of not less than 25 years and a warranty period of not less than 10 years.
In the implementation of the "Conditions", the requirements for the construction and renovation of photovoltaic manufacturing enterprises and projects should meet the requirements of the "Conditions". Enterprises and projects that fail to meet the requirements of the regulatory requirements are required to meet the requirements of industrial transformation and upgrading, and through mergers and acquisitions and technological transformations, as soon as possible, under the guidance of national industrial policies. The management of investment, land supply, environmental assessment, energy conservation assessment, quality supervision, safety supervision, credit credit and other management of photovoltaic manufacturing enterprises and projects shall be based on the "Conditions".
Photovoltaic manufacturing enterprises shall prepare relevant application materials in accordance with the normative conditions and submit them to the Ministry of Industry and Information Technology through the provincial industrial and information administration departments. The Ministry of Industry and Information Technology organizes industry organizations and testing organizations to inspect enterprises, regularly announce the list of enterprises that meet the requirements of these specifications, and organize relevant industry departments and testing organizations to conduct random checks on the products of the announced enterprises from the market, and implement social supervision and dynamic management. .
