The government work report proposes to establish a mechanism for promoting the use of new energy, strengthen overall planning, supporting projects, and guide policies, expand domestic demand, and stop the blind expansion of solar and wind power industries.

To solve domestic energy bottlenecks and realize the commitment to energy saving and emission reduction in the international community, we must vigorously develop and utilize new energy sources.

The key to the promotion of wind energy and solar energy-based new energy industries is the application. In recent years, the use of wind energy and solar energy in China has progressed rapidly. This is particularly manifested in the large-scale construction of large-scale wind power plants and large-scale photovoltaic power plants. However, large-scale power plant construction covers a large area, requires large land use, and is located in areas with poor grid support systems. The power generated cannot be consumed on site, and long-distance transmission is faced with problems such as grid connection technology and long-distance loss.

Under such circumstances, adopting new ideas and technological approaches to maximize the transformation and utilization of China's abundant wind and solar energy resources has become a new topic for the development of new energy industries.

CPPCC members and Fang Fang, the chief executive officer and managing director of JPMorgan China Investment Bank, believe that compared with the construction of large-scale wind power and large-scale photovoltaic power plants, the integrated application of wind power and solar miniaturization has advantages and is more suitable for China's national conditions. "From the development trend, the integrated application of wind power and solar miniaturization will ultimately replace the traditional power supply system."

Li Hejun, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the All-China Federation of Industry and Commerce's New Energy Chamber of Commerce, also believes that China’s current solar power generation is dominated by large-scale ground power stations and does not comply with the laws of solar energy development. Solar power generation should be based on decentralized power generation, and centralized power generation should be auxiliary.

According to Fang Fang's calculations, by 2020, China's wind power and solar power will have an additional installed capacity of 600 GW, generating 600 billion kilowatt-hours of power, saving 260 million tons of standard coal and reducing carbon dioxide emissions by 60 million tons. This application will make a great contribution to China's energy-saving emission reduction and the realization of new energy and renewable energy applications.
