To this end, the "Policy" proposes that through the formulation and implementation of policies, the ability to guarantee the production of pesticides such as food crops should be improved, the quality of agricultural production and agricultural products should be ensured, the safety of the environment should be ensured, and the sustainable and healthy development of the pesticide industry should be promoted.

The specific objectives include: strictly controlling the total scale of pesticide production, shifting the development model of the pesticide industry from quantitative expansion to qualitative improvement; optimizing the layout, and by 2015, striving to enter more than 50% of the total number of pesticide original drug companies in the chemical concentration zone.
