Qian Haixin: Strengthening the supervision of genetically modified organisms and their products

Foods produced and processed using genetically modified organisms as raw materials are collectively referred to as genetically modified foods. Is this food harmful to the human body? Will there be adverse consequences after eating? Today (March 11), the reporter interviewed NPC deputy Qian Haixin on these issues and asked him to talk about his own views.

Qian Haixin said that at present, the world's major developed countries and some developing countries have formulated regulations on the management of genetically modified organisms (including plants) and are responsible for the evaluation and monitoring of their safety. China also attaches great importance to the management of genetically modified crops and genetically modified products and has formulated corresponding laws and regulations. “Whether GM foods cause 'harmful' to human health, and its safety evaluation is a common concern worldwide. The global GM crops have been planted on a large area for many years, and the number of people who eat GM foods has exceeded 1 billion, but there is no GM Report on the impact of food on human health," Qian Haixin said.

Recently, the Ministry of Agriculture approved the production of genetically modified crops for major agricultural products such as rice and corn. For the first time, the approval of the production license for this large amount of genetically modified crops mainly consumed has been approved. Before this, there was no big problem in the approval of GM cotton because cotton was not eaten by humans. Genetically modified foods may bring about three aspects of safety: First, what is the impact on the safety of target organisms? Because these two GM varieties are mainly transformed into insect-resistant genes, and humans are also organisms, what is the potential impact of this transgene on humans? It does not prove to be harmful, but is it not necessarily harmless? Second, what is the impact on biodiversity? What impact does the introduction of GM soybeans in the United States have on our country’s soybean production and what impact does it have on related biodiversity? How to evaluate? The third is the degree of impact on national food supply security. When highly dependent on certain genetically modified species, will it affect long-term food supply security?

“China has a population of 1.3 billion. To solve the food and development issues, it is an inevitable trend to adopt genetically modified technology. The research on genetic transformation should be actively promoted, but the promotion of genetically modified crops should adopt a more cautious approach, and it is necessary to provide more detailed information. To demonstrate, it is also necessary to inform the public of the possible effects of genetically modified crops and to guide them positively so that the public can have the right to know and choose.”

At present, the main problems in the management of agricultural genetically modified foods are the following: First, there is insufficient knowledge of genetically modified foods. Second, although the State has specified in the "Administrative Measures on the Labeling of Agricultural Genetically Modified Organisms" that the main administrative departments of agriculture from the central government to the local governments are responsible for the supervision and management of agricultural genetically modified organisms, the main link of supervision and management lies in the circulation, and market supervision is only Reliance on several branches of agriculture and forestry is far from enough. Inspection and quarantine departments can effectively control the labeling of imported pre-packaged foods, but they are unable to control non-prepackaged genetically modified foods. Third, the phenomenon of "non-standard" is widespread. There are many genetically modified foods on the market, but in reality most of them are not clearly identified and consumers cannot identify them. Fourth, the national inspection system for agricultural genetically modified organisms has not yet been fully developed. When supervising market products, it is impossible to determine whether genetically modified agricultural products may contain genetically modified components, and there is no effective means of monitoring agricultural genetically modified foods.

Qian Haixin proposed to increase supervision over genetically modified foods in accordance with the law; strengthen the management of labeling of genetically modified foods; establish and improve mechanisms for coordination and cooperation of relevant functional departments; and establish an agricultural genetically modified organism detection system as soon as possible.

According to the needs of agricultural genetically modified organisms for safety evaluation, technical inspection agencies with inspection conditions and capabilities are commissioned to conduct inspections of agricultural genetically modified organisms to provide basis for safety assessment and management. Provide technical services for the safety supervision and evaluation of agricultural genetically modified organisms on imported foods and domestic foods, and promote the standardized management of genetically modified foods.
