Problems such as backward scientific and technological forces have brought some practical difficulties to the further development of South-South cooperation; the number of developing countries is numerous, and along with the continuous advancement of globalization, the division within the developing countries has intensified and the economic gap has widened. In addition, the existence of contradictions among religions, territories, and ethnic groups in various countries has hindered mutual communication and understanding between the parties; it has not yet formed a unified and coordinated management mechanism, leading to insufficient cooperation between international cooperation and national science and technology plans, and the existence of international cooperation projects. The problems of disconnection and duplication, the lack of sound economic and trade information exchange mechanisms, and the distortion and lack of information have seriously hampered the further development of economic and trade cooperation; the scale of international cooperation projects is relatively small, there are fewer targeted key projects, and the emphasis is not prominent. The forms of cooperation mostly rely on unilateral assistance, and there is a phenomenon in which cooperation is led by foreign parties.

The principles of South-South cooperation in the field of renewable energy include: cooperation for mutual benefit and win-win results. Combining the advantages and characteristics of the renewable energy of the two parties, bilateral and multilateral cooperation will be extensively conducted to achieve mutual benefits and win-win cooperation; and to protect intellectual property rights. In the international cooperation in renewable energy technology, it is necessary to strengthen intellectual property protection that is conducive to the advancement of science and technology and scientific and technological innovation, to the transformation, application, and dissemination of scientific and technological achievements; to carry out technological innovation. Through international cooperation to carry out technological innovation, develop efficient and environmentally friendly new technologies for energy use, increase the overall level of energy use, and promote the transformation and development of energy structures.
