The reporter learned from the “12th Five-Year Plan” of the city's new energy development that was released on the 27th. By 2015, Shanghai will basically form highlands for the development and application of new energy, high technology for R&D of core technologies, and equipment industry and service industry heights. By then, the development and utilization of new energy in this city will drive the development of 100 billion yuan of industry. It is expected that the number of employees in the new energy sector will reach around 5-10 million.

With the release of the "12th Five-Year Plan" new energy development plan, the layout of the city's wind power, solar energy and other fields has also been made clear. For example, in terms of solar energy, photovoltaic power generation will give priority to the construction of Golden Sun demonstration projects and rooftop photovoltaic power generation demonstration projects in Waigaoqiao, Laogang, Chenjia Town and other development zones, industrial and new cities, and large-scale public buildings, with a total installed capacity of 150 MW.

Among them, the solar water heating system is designed and installed in a unified manner for public buildings newly built with hot water system design requirements or for houses under six floors. At the same time, it is encouraged to design and install solar hot water systems for residential buildings with more than seven floors. The reporter learned from the Municipal Development and Reform Commission that this work will be implemented by the construction unit. Developers can directly install households during construction, and they can also reserve space for installing solar hot water systems in the future.

In terms of wind energy, during the “Twelfth Five-Year Plan” period, Shanghai will form three offshore wind power bases, the Donghai Bridge, Lingang, and Fengxian. At the same time, the scale of three onshore wind power bases in Chongming, Changxing and Laogang has been expanded, and the installed capacity of wind power in the city has reached about 1 million kilowatts. Shencheng will also give priority to supporting the construction of rooftop photovoltaic power plants in large-scale public buildings, government office buildings, and industrial plants. Shanghai will also revise the photovoltaic power generation management approach and encourage the exploration of pilot applications for personal photovoltaic power generation systems.
