On June 18, the Memorandum of Cooperation in Technical Trade Measures and the WTO/TBT-SPS Research Review Base Awarding Ceremony was held. The first national aluminum product technical trade measure research and appraisal base (hereinafter referred to as the “base”) settled in Nanhai and will help Nanhai export aluminum enterprises to better respond to international technical barriers.

It is reported that the base was jointly established by the AQSIQ Standardization Center, the Guangdong Entry-Exit Inspection and Quarantine Bureau, the People's Government of Nanhai District of Foshan City, and the Aluminum Profile Industry Association of Nanhai District of Foshan City. The government, industry, and companies will gather strengths, and through the collection, analysis, evaluation, research, and response of foreign technical trade measures, help companies avoid risks and provide enterprises with sophisticated, customized, specialized, and technical integrated information services. Enterprises should provide technical support for technical trade measures, and thus promote the healthy development of China's aluminum industry. After the establishment of the base, enterprises will be able to give full play to the role of the main body and actively participate in the submission of appeals. The first-hand information on technical trade measures encountered in export trade will be fed back to the functional departments through the platform.

Nanhai is the largest aluminum production and distribution center in China with the largest industrial scale and the most complete industrial chain. There are 98 aluminum profile processing and related enterprises above designated size, and a number of aluminum profile industry leading enterprises such as Jianmei Aluminum and Huachang Aluminum. The data shows that the annual output of aluminum products in Nanhai exceeds 2.5 million tons, accounting for about 1/2 of the province and 1/3 of the country, and the production and sales ranks first in the country. In 2016, Nanhai Aluminum achieved an output value of approximately 79.2 billion yuan for industries above designated size, and exports accounted for over 30% of the country's total output. The products are exported to more than 100 countries and regions in Europe, America, Southeast Asia and other countries.

The industries that have been awarded with Nanhai Aluminum are Dongguan Dongguan Textile and Yangjiang Hardware Scissors. In 2015, the first batch of research and appraisal bases for household appliances, ceramics, lamps and toys were set up in Guangdong. Since the establishment of the above-mentioned four national research and appraisal bases, they have used technical trade measures to “force the mechanism” and research and develop technical information public services “from the platform”, issued 2250 warnings on foreign trade risks, and benefited 12,000 foreign trade companies.
