Since the fee is a tax, the plan clearly indicates that the pollutants that have been included in the scope of environmental tax collection are no longer levied on the corresponding sewage charges to avoid repeated charges.
In terms of the use of taxes, unlike the central and local sharing proposed by many experts, the scheme recommends environmental taxes as local taxes, mainly for local environmental capacity building and environmental protection.
“After the fee is changed, the total income of environmental tax is higher than the total amount of sewage charges.†The relevant experts of the Ministry of Environmental Protection said that the above tax rate plan is a low plan among the three high, medium and low programs proposed by the researchers.
