Orderly development of coal-to-natural gas, coal-based liquid fuels, and coal-based multi-industry R&D demonstrations will steadily advance industrial development.

The development of clean, efficient, large-capacity coal-fired generating units will give priority to the development of large and medium-sized cities and industrial parks, cogeneration units, and large-scale coal-fired power stations and coal gangue power stations.

We will increase the exploration and development of oil and gas resources, stabilize domestic oil production, promote the rapid growth of natural gas production, and promote the development and utilization of unconventional oil and gas resources such as coalbed methane and shale gas.

The petrochemical industry should actively explore new ways to diversify the development of raw materials, focus on the development of high-end petrochemical products, speed up the adjustment of chemical fertilizer raw materials, and promote the upgrading of oil quality.

Optimize the layout of crude oil processing capacity and promote the integration of upstream and downstream development.

Actively develop hydropower on the premise of ecological protection and resettlement, focus on promoting the construction of large-scale hydropower stations in the southwest region, and develop water resources for medium and small rivers according to local conditions, and scientifically plan and build pumped-storage power stations.

Strengthen grid-connected project construction and effectively develop wind power. Actively develop solar energy, biomass energy, geothermal energy and other new energy sources. Efficient nuclear power development on the basis of ensuring safety. Promote the popularization and application of distributed energy systems.

2. Optimize the Energy Development Layout The overall layout and construction of energy development in the country will be planned in an integrated manner, and comprehensive energy bases will be built in the five major countries of Shanxi, Ordos Basin, Eastern Inner Mongolia, Southwest China, and Xinjiang, focusing on the development of nuclear power on the eastern coast and parts of the central region.

Improve the level of local processing and conversion of energy, and reduce the pressure on large-scale long-distance transportation of primary energy.

Rationally plan and build energy reserve facilities, improve the oil reserve system, and strengthen the natural gas and coal reserves and the peak-to-peak response capacity building.

In accordance with the function positioning of the regional main body, comprehensive consideration of energy resources, environmental capacity, market space and other factors, optimize the layout of key industrial productivity. Relying mainly on major domestic energy and mineral resources projects, priority will be given to the distribution of resources in the central and western regions; major projects that mainly use imported resources will be given priority in coastal areas along the coast.

Strengthen the construction of energy transmission channels to speed up the construction of oil and gas import strategic pipelines in the northwest, northeast, southwest, and offshore, and improve the domestic oil and gas main pipeline network. We will coordinate the construction of natural gas import pipelines, liquefied natural gas receiving stations, cross-regional backbone gas transmission networks and distribution pipeline networks, and initially form a supply pattern for the coordinated development of natural gas, coalbed methane, and coal gas.

To meet the requirements of large-scale cross-regional power transmission and new energy generation and grid connection, speed up the construction of a modern power grid system, further expand the scale of West-to-East power transmission, improve regional backbone power grids, and develop high-capacity, high-efficiency, long-distance advanced transmission technologies such as UHV. Relying on advanced technologies such as information, control, and energy storage, we will promote the construction of smart grids, effectively strengthen the construction and transformation of urban and rural power grids, and enhance the power grids' optimal allocation of power capacity and power supply reliability.

4. We will improve the price formation mechanism for resource products and continue to advance the reform of water prices, and improve the policies on water resource fees, water supply prices for water conservancy projects, and urban water supply prices. Actively promote the reform of electricity prices, promote large-user direct electricity trading and trials of online bidding, improve the formation mechanism of transmission and distribution prices, and reform the sales price classification structure. Actively implement the system of residential electricity and water ladder prices.

Further improve the mechanism for the formation of refined oil prices and actively promote market-oriented reforms. Rationalize the relationship between natural gas and alternative energy prices. In accordance with the linkage mechanism of prices, taxes, fees, and rents, the tax burden on resource taxes should be appropriately increased, and the method of assessment should be improved. The collection of important resource products should be levied from fixed-quota to fixed-rate, and reasonable development and utilization of resources should be promoted.

5. Strengthen the exploration, protection and rational development of mineral resources, implement geological prospecting strategy projects, increase exploration efforts, achieve major breakthroughs in geological prospecting, and form a strategic splicing area for important mineral resources. Establish an important mineral resources reserve system. Strengthen the protection of important minerals and mining management, improve the system of paid use of mineral resources, strictly implement the district management system of mineral resources planning, and promote the rational establishment of mining rights and optimization of exploration and development layout. Implement the minimum mining scale standards and promote large-scale mining.

To develop green mining, strengthen the conservation and comprehensive utilization of mineral resources, increase the recovery rate of mining resources, recovery rate of beneficiation, and comprehensive utilization rate. Promote the restoration and management of mine geological environment and land reclamation in mining areas, and improve the mining environment restoration and management guarantee system. Strengthen mineral resources and geological environmental protection law enforcement supervision, and resolutely prevent chaos indiscriminate mining.
