Symptomatic "ditch oil"

The efficient cleaning of biodiesel is recognized worldwide and has been proven in practice. From the experience of foreign countries, the development of biodiesel is mainly based on energy substitution and solving environmental pollution problems. Through the mandatory implementation of blending with petrochemical diesel, the global biodiesel production capacity has reached nearly 30 million tons per year, and is expected to continue to develop rapidly. . In China, many authoritative experts in the industry believe that the primary significance of developing biodiesel in China is food safety, followed by environmental safety, and finally energy replacement. Biodiesel is the most effective way to manage “ditch oil”.

In fact, in the field of food safety, waste oil has always been a unique hidden danger in China. At a time when the biodiesel market is seriously shrinking, the price of “ditch oil” has not risen. In this abnormal situation, how to ensure the safety of the table is urgently needed to attract the attention of all parties. The industry generally believes that this is also the most basic foothold for the development of biodiesel in China.

"According to our observation, although the processing volume of biodiesel is decreasing, the supply of fatty acids on the market has suddenly increased, and the main by-product produced in the process of refined feed oil production of hydrophobic oil (a kind of waste oil) is fatty acid. At present, the market price of swill oil used for the production of 'feed oil' is 5,800 yuan / ton, while the market price of 'feed oil' is as high as 7,000-8,000 yuan / ton." A biodiesel market person who did not want to be named told reporters that “Therefore, there is reason to suspect that a large amount of water-repellent oil is flowing into the field of feed oil production that is more affordable to raw materials, which was banned by the Ministry of Agriculture in 2006.”

The above market participants further pointed out that it is even more dangerous that the feed oil standard released earlier is actually very close to the edible oil standard. “Because, the water-repellent oil is not a product regulated by the whole logistics process, so if the circulation of edible oil is not completely closed, then the question of whether it will be polluted in the logistics process will be aroused people’s attention.”

"At present, China's relevant laws and industrial policies on the development of biomass energy do not mention the problems of trench oil sealing, supervision, and price limit, and this neglected serious problem has not only caused the 'ditch oil' to return to the table. The underground trading has also led to the shortage of raw materials in biodiesel," said Lu Bo, chairman of the National Biodiesel Industry Alliance.

Zhu Jianjun, director of the Industrial Research Division of the Industry Development Department of the China Petrochemical Federation, believes that “the key to promoting biodiesel in China is to have a strong policy guidance and coordination mechanism, so as to mobilize the enthusiasm of all participants in the biodiesel industry chain. Model design should refer to international success experience—government-led, policy-enforcement, market liberalization, and breakthroughs.” This is also the consensus of many respondents.

Condition already available

In fact, accelerating the process of industrialization of high-efficiency clean biodiesel has been highly valued at the national level as early as the 10th Five-Year Plan period. The book of the 12th Five-Year National Key Book, “Liquid Biofuels: From Fossil to Biomass”, prepared by Hu Xuteng, deputy dean of the Petrochemical Research Institute of CNPC, shows that China’s development of biodiesel began in 2002; The Ministry of Science and Technology launched the “Tenth Five-Year” National Science and Technology Research Program “Biofuel Oil Technology Development” project; in 2005, the national agricultural and forestry special biomass project planned biodiesel production to reach 2 million tons in 2010 and 12 million tons in 2020. Driven by this, the “ditch oil” biodiesel, which is dominated by private enterprises, is the first to achieve industrialization. Relevant materials show that there are about 150 biodiesel producers in China, with a production capacity of more than 3.5 million tons/year and another capacity of 1.8 million tons under construction.

Throughout the development of the biodiesel industry, when the oil price was high 10 years ago, it was also the “golden period” for the integration of biodiesel and the national standard and the national standard petrochemical diesel. However, the “three barrels of oil” each cost a lot of money. All attempts failed. At present, private biodiesel production capacity is also facing severe shrinkage due to difficulties in entering the market. Especially in the current low price of oil and the impact of various alternative energy developments, the pessimism in the biodiesel industry has increased and is almost in a desperate situation.

In fact, according to industry experts, although China's biodiesel research and development started late, some scientific research results have reached the international advanced level. In addition, the national biodiesel standard “Biodiesel Blended Fuel (B5) (GB/T 25199-2015)” (revised in the second edition) and “Biodiesel for Diesel Fuel Blending (BD100)” (GB/T 20828) -2015), the degree of rigor is also between biodiesel and Europe and the United States (in 2015, the combined production accounted for more than half of the world's total production).

The pilot should fast forward

The reporter learned that in November 2016, the National Energy Administration organized a seminar on the development of biodiesel industry in November 2016. The latest news shows that the National Energy Administration is actively organizing policy recommendations for further promoting the development of the biodiesel industry. If progress is successful, it is expected to land soon.

The good news is that at present, Shanghai's trial of promoting biodiesel in the public transport system is progressing smoothly. Around the development of Beijing-Tianjin-Hebei integration, Beijing-led biodiesel pilot work in the Beijing-Tianjin-Hebei region is also under study. The industry insiders interviewed by the reporters are eagerly awaiting the implementation of the biodiesel pilot work at the national level as soon as possible, especially the pilot project of Beijing-Tianjin-Hebei.

At the same time, Beijing-Tianjin-Hebei is a land of developed logistics in China. It has a dense population and a wide range of restaurants. It is also the place where the kitchen waste oil has the most “ditch oil”. “The Beijing-Tianjin-Hebei region has assembled more than 10 biodiesel companies such as Longhai and Jinlihai, and its B5 biodiesel production can fully meet the demand for diesel heavy trucks entering and leaving Beijing and Tianjin,” said Iridium.
