The photovoltaic power generation project shall be subject to record management, and the specific filing method shall be formulated by the provincial people's government."
However, although the “Measures†clearly stipulates that the “provincial and lower energy authorities†implement the record management of distributed photovoltaic power generation projects, it is not clear which level (the Municipal Development and Reform Commission or the County Development and Reform Commission).
