The “Safe National Palace Museum” project was proposed by the Palace Museum in 2012 and approved by the State Council on April 16, 2013 as a major cultural construction project. The project aims to comprehensively enhance the protection of the National Palace Museum's cultural heritage, display and dissemination, and audience service capabilities, to achieve complete protection of the National Palace Museum and the sustainable development of the Palace Museum.
Its main contents include the construction of the North Palace Museum of the National Palace Museum, reconstruction of underground material warehouses, infrastructure renovation, monitoring of world cultural heritage, new system of security precautions for the National Palace Museum, earthquake prevention of cultural relics in the courtyard, restoration and protection of cultural relics in hospitals and other seven subprojects.
Over the past year, on the basis of visits to research, coordination of various ministries, and expert demonstrations, the seven sub-projects have been launched one after another, and achieved periodic results.
I. North Campus Construction
Proposal submitted to Ministry of Culture
Shan Yuxiang introduced that the project proposal has been reported to the Ministry of Culture on the Beiyuan District Project, a branch of the Forbidden City, where high expectations were placed on diversion, exhibition and restoration of cultural relics. Currently, the Ministry of Culture is further examining and coordinating with the National Development and Reform Commission and other departments. Views.
The construction of Beiyuan District aims to solve the problem that the large number of large-scale precious cultural relics such as the furniture, carpets, huge paintings, and halogen instrument plaques of the Palace Museum could not be timely and effectively protected by science due to site limitations and the space for the cultural relics displayed in the courtyard is insufficient. The art of traditional cultural relics repair also creates conditions for the evacuation of ancient building space and for the timely maintenance and repair of it, and will be given priority in the implementation of the "Safety Palace Project" subproject.
The project construction includes the restoration of cultural relics, cultural relics exhibition hall, heritage revolving warehouse, multi-disciplinary scientific research room, palace horticulture research room, science and technology protection research center, digital forbidden city cultural communication room, comprehensive supporting facilities room, spectator services In terms of housing, the total construction area is approximately 125,000 square meters.
Second, the transformation of underground warehouses

At present, there is a serious security risk in the Forbidden City underground repository. The project aims to eliminate potential safety hazards in the underground material warehouses, increase the storage area of ​​the underground warehouses in the underground areas, reclaim and reclaim ancient monuments, protect the ancient buildings of the National Palace Museum, expand open areas, and improve the environment of the internal affairs office.
Shan Yuxiang introduced that, at present, the underground material warehouse renovation project has obtained the consent of the Beijing Municipal Bureau of Cultural Relics for the construction project and the project planning conditions handled by the Beijing Municipal Planning Commission. The National Development and Reform Commission agreed in principle with the project proposal.
According to the current plan, there will be a total of three floors below the ground. After the completion of the transformation, it will not only eliminate the existing hidden dangers, but also expand the capacity of 200,000 to 300,000 pieces based on the current capacity of 900,000 cultural relics. By then, the capacity of the Imperial Palace underground warehouse will reach 1.2 million pieces.
Third, the transformation of infrastructure
An area of ​​170,000 square meters
Due to historical reasons, the infrastructure in the Forbidden City is backward and the layout of the pipeline network is chaotic. According to statistics, all types of pipelines are intertwined and there are as many as 17 kinds of species. This brought great security risks to the Forbidden City and destroyed historical features.
Shan Yuxiang introduced that the renovation project is to realize safety and gap-free monitoring and eliminate potential safety hazards. It is the anti-theft, anti-vandalism and fire prevention of the Imperial Palace and strengthens the need for effective protection and management of cultural relics and cultural relics buildings. The first phase (pilot) project is located in the southwest heat area of ​​the Palace Museum and covers an area of ​​approximately 170,000 square meters.
From May to November 2013, archeological exploration was completed. On February 24, 2014, the National Development and Reform Commission agreed in principle to the project proposal. On March 28th, an expert demonstration meeting was held to study and determine the location of integrated trenches.
IV. Cultural Heritage Monitoring

According to reports, the monitoring projects that have been carried out in the past year fall into two categories: one is a new project for 2013, including the construction of audience dynamic monitoring systems, termite monitoring systems, and lightning protection monitoring systems; the other is before 2013. Projects that continue to carry out work during the year, including the collection of basic information on outdoor furnishings, and the assessment of the status of outdoor display materials and their preservation.
Shan Yuxiang introduced that the monitoring system of the Forbidden City achieved full coverage. Fine to small termites have also become targets of monitoring. In terms of pest control over the past year, more than 1,600 termite monitoring devices have been inspected and maintained in the 150,000 square meters Termite Prevention and Control Area of ​​the Forbidden City.

Previously, the National Palace Museum has carried out anti-shock experiments at the ceramic first-class product library, sculpture library, seal printing library, and accessories library. The test results show that the intensive cabinets and capsules can meet the expected seismic requirements. After the trial was completed, the National Palace Museum proposed specific measures to improve the earthquake resistance of the dense cabinets. At present, the winning bidder units, in conjunction with innovative technologies, have produced and successively installed intensive anti-earthquake cultural relic storage cabinets in the Treasury of the Palace Museum.
Seventh, restoration and protection of cultural relics

For the needs of ancient construction maintenance, the structure and composition analysis of various types of printed wallpapers in the three buildings of Fuwangge, Yuzhuangxuan and Zhuxiang Pavilion were performed; the composition of many samples such as Qianlong Iron Sword, copper mask and copper cylinder beast head was performed. Detection and analysis provide the basis for repair work.
