On June 4, 2012, the National Electricity Regulatory Commission (hereinafter referred to as “the State Electricity Regulatory Commissionâ€) and the China Electricity Council (hereinafter referred to as “CECâ€) jointly organized the 2012 National Electricity Reliability Supervision and Management Conference. The power reliability indicator conference was held in Beijing. Sun Yucai, secretary of the party group and executive vice chairman of the China Electricity Council, pointed out in his speech that in 2011, the power industry actively responded to complex situations, worked hard to overcome various difficulties, strengthened management, reformed and innovated, accelerated development, and ensured the security and stability of the power system. Operation and orderly supply of electricity have made positive contributions to economic and social development. In 2012, due to the slowdown in thermal power installed capacity, the problem of supply of coal and coal, and the uncertainty of water and electricity supply, the situation of power shortage showed a more complicated situation. It is expected that there will be about 35 million kilowatts in the extreme summer of this year. The power gap , the task of safe and reliable supply of electricity is very difficult. At the meeting, the Power Reliability Management Center released the 2011 National Electric Power Reliability Index. Based on historical comparison and international benchmarking, the reliability of various production links in the national power generation, transmission, distribution and use in 2011 was analyzed. After the reform of the power system, the country's major power companies have been in the process for 10 years. The reliability level of China's power has been continuously improved. The equivalent available factors of various major facilities and systems have gradually increased. The number of unplanned outages has continued to decrease, and the average power supply of 10 kV users has been increasing. The reliability rate has increased significantly. Compared with 2010, due to coal quality and other reasons, some indicators such as the number of unplanned outages of the unit have also fluctuated. In the concluding speech, Shi Yubo, vice chairman of the State Electricity Regulatory Commission, pointed out that since the National Electricity Reliability Supervision and Management Work Conference in 2007, especially the Electricity Regulatory Commission Order No. 24, "Electricity Reliability Supervision and Management Measures" was promulgated, power regulatory agencies, industry organizations and The power companies at all levels have worked together, and the power reliability supervision and management has achieved remarkable results: First, the power reliability supervision and management work system has been gradually established. Second, the scope of work on power reliability supervision and management is expanding. Third, power reliability technology and data have been more widely used in the scientific management of enterprises. Shi Yubo said that in the next few years, the state's macroeconomic regulation and control will pay more attention to stabilizing growth, controlling prices and adjusting the structure, and maintaining stable and rapid economic development. China's power development will also be in a period of profound changes brought about by macroeconomic adjustment, and will be actively cleaned. The low-carbonization and market-oriented transformation will gradually improve the quality of development and the development space is very broad. By then, China's power supply capacity will be further improved, and the construction of power grids of various voltage levels will be further strengthened. The grid structure will be more reasonable, the operation mode will be more flexible, and the overall power supply capacity and intelligence level of the power grid will be further improved. A well-functioning power system will provide a favorable external environment for further comprehensive consolidation and upgrading of China's power reliability. In the face of the new situation, we must understand the importance of reliability management from a strategic perspective, further improve the understanding of the importance of power reliability supervision and management, closely combine with the actual development of China's power industry, re-examine, correctly locate, and plan for China in the long run. The work of power reliability management keeps its vitality and gives full play to the fundamental role of power reliability management to ensure power safety. Â
